Remington 700 bases follow action length. Short action (700 SA) and long action (700 LA) use different hole spacing. A SA one-piece or two-piece base will not line up on a LA receiver. .308 and many .223/5.56 700s are short action; 7mm Rem Mag and .300 Win Mag are typically long action.
The base bolts to the receiver. Rings clamp the tube (1 inch, 30mm, 34mm, 35mm). A one-piece mount does both. 0 MOA is a level rail; 20 MOA or 30 MOA tilts the scope for longer shots — the usual first add if the rifle is going to 1000 yards.
